Compress this report into an executive brief. Produce three parts: 1. The brief — under 200 words. Structure: the decision needed / the two or three facts that bear on it / the recommendation. 2. Backup — the detail you cut, grouped by the question it would answer. This is what I bring up if asked. 3. Questions — the three questions an executive is most likely to ask, and where in the backup the answer sits. Rules for what survives into part 1: - Keep it only if it changes the decision. Interesting is not a reason. - Numbers survive; the method behind them goes to backup. - *Do not soften bad news in compression.* If the source says something is failing, the brief says it too. - Never add a conclusion the source does not support.

An executive brief is selection, not summarization. This filters by "does it change a decision" and parks everything cut in a separate list for anticipated questions — so it gets short without leaving you unable to answer.
